The following is from a help forum posting from Stephen Hind (Steegle).

  
1.  Make a table with three columns (and as many rows as you need) and then hide the borders and make each column width to 33%.  See my article on how to make Advanced Tables in Google Sites to get more detailed instructions.


2.  In each table cell you can add your image, and caption if required, and as you add the image make it a link to a new page where you can put a larger version of the image with more information about it.  See my article on how to make images links on a Google Site


3.  Then you can add the larger images to each of the new pages for the images.

I would advise to hold off removing the borders until you have finished inserting your images.
Also when inserting images I find that IE fails to insert the image correctly into a cell and the image has to be dragged into the correct location. Firefox does not have that problem.
